Scottish Committee

The Scottish Committee of the AJTC consists of:

  • the Parliamentary Commissioner for Administration; 
  • the Scottish Public Services Ombudsman; 
  • the two or three members of the AJTC who are appointed by the Scottish Ministers; and
  • three or four other persons, not being members of the AJTC, appointed by the Scottish Ministers.

The Scottish Committee has a particular interest in administrative justice and tribunals in Scotland, including those UK-wide tribunals which sit in Scotland,  and some twenty tribunals which are constituted under separate Scottish legislation. These cover a wide range of subjects including education appeal committees, mental health tribunals for Scotland, additional support needs tribunals for Scotland and National Health Service discipline committees in Scotland as well as those tribunals which exist only in Scotland such as children's hearings.

The Scottish Committee deals directly with the Scottish Government in considering and commenting upon proposals coming before the Scottish Parliament and Committee members formulate the Scottish input to UK-wide matters being considered by the AJTC itself.

The Committee produces its own Annual Report to the Scottish Ministers which is laid before the Scottish Parliament. Its formal meetings take place at its offices in Edinburgh.

Tribunal training in Scotland

On the 30 January 2009 the University of Aberdeen Law School published a report on the evaluation of Tribunal Training in Scotland. This report represents the outcome of a review of the training provided to chairs and members of tribunals that sit in Scotland. The research was undertaken between February and June 2008. Tribunals Options Seminar

On the 12 January 2009 the Scottish Committee held a seminar in order to provide stakeholders with a platform for discussion on the first stage Philip Report which considered the options for the future administration and supervision of tribunals in Scotland. View further details about the seminar.

Report on the Future Administration and Supervision of Tribunals in Scotland

On 6 October 2008 the Administrative Justice Steering Group, under the Chairmanship of Lord Philip, published its report on the Future Administration and Supervision of Tribunals in Scotland. View further details about the report.

Administrative Justice in Scotland - The way forward

The Administrative Justice Steering Group, chaired by Lord Philip has produced its second report which provides an overview and evaluates the current system of administrative justice in Scotland.
